To answer the question. It's safe enough, but make sure you keep it clean (keep the cap on at all times, don't let anyone else use it.) And replace it every 2 months.

people say your not supposed to but when i put it on the ';correct way'; it doesn't look nice on me. i have kind of bags under my eyes, not big ones, but when i put on the make up like it's ';supposed'; to be done it looks like crap and just makes my bags more noticeable.
yes it is safe - just be careful not to get it in your eye too much as it could cause an infection. as far as looks go - sometimes it can be a bit much. if you use black liner only put on a thin line. otherwise try a less harsh color like brown or navy.

when applying eyeliner. always apply it closest to lash lines. that's where you start, it can be thick or thin, just make sure it's right next to the lash lines. otherwise you'll look like you belong in cirque du soleil.
