What is the best waterproof eyeliner?

My eyes water like crazy whether im laughing, smiling, or yawning. they water like crazy. My eyes really look best if i put eyeliner on the bottom but at the end of the day, the eyeliner either smudges or disappears.. So what is the best brand that will stay on without smudging or fading. Ive been using eyeliner pencil or Revlon 24 hour Color Stay. I have strawberry blonde hair and blueish grey eyes, any tips on color?

brown or navy blue would be pretty. i use prestige automatic eyeliner in midnight blue....very pretty color, very pigmented, and stays on a pretty long time for me (my eyes water a lot too). hope this works! its drugstore brand so you should be able to find it anywhere. urban decay 24/7 eyeliner is great as well, but its very pricey (somewhere around $18).
I use mac eye liner, both liquid and pencil.


first liquid, then pencil, just to line it up.


then i sometimes use an eye kohl, they work amazingly!


i would go w/ black so you can make your eyes pop.


or black first, then brown.
