Like I've stated in other questions, 12 is too young to wear make-up.
No matter how mature one looks - they should continue with their natural beauty for as long as they can pull it off. Someday they won't be able to have that ';youthful glow'; about them and they will wish that they didn't start so early.
If she has her heart set on wearing make-up, I say let her wear make-up starting in 7th grade or junior high school/middle school.
Kids that wear make-up in elementary look creepy and unnatural for the most part.

i dont think she really needs it- a girl that young shouldnt even be concerning herslf with makeup imo, even tho its just eyeliner- ive seen rele young girls wear loads of black eyeliner on their waterline, and its the most horrible thing ive ever seen- like racoon eyes, lol- but if she only wears alittle i guess its ok- but she might want to wear more makeup after starting to wear eyeliner-and just cuz she can pass for 14, doesnt mean its ok for her to wear it- i wouldnt like it if my lil sis was trying to look older than she actually is- im mean kids these days are growing up too fast as it is- lol im probably makin a huge deal about this but w.e- just make sure the eyeliner is light-=)

.....if i had told my mom 'i want eyeliner' she wouldn've said ';well, you have a marker right there? have fun';. needless to say i didn't wear it. lol
i think it is too young. as someone else said, you cant have that natural glow forever. and the sooner she wears makeup the more damaged her skin will be in the future. let her go with her natural beauty :]
I started wearing it in grade 6, but you should maybe let her put it on the outer corners of her eye in a brown color. If she was like me she'll get sick of it in a month.
If she could pass for 14, sure. She sounds grown-up and responsible.
However if you find her trying to put thick black lines down to her chin, confiscate the eyeliner and teach her how to use it.

im 13 and i wear eyeliner evryday she just needs to make sure she doesnt put 2 much on the bottom lid and look like a goth ppl at my school do and its hilarious

I did. Like everyone else said, it'd be better if she wouldn't pile it on like a lot do.
I personally think it's too young... when I was in middle school I wasn't aloud to wear makeup.
