I have really blue eyesand I usually wear normal black eyeliner and mascara - draws attention to your eyes and then a metallic bright blue eyeshadow =D
If you are white/pale, do not wear any blue eyeliner or eyeshadow. TERRIBLE. Just take a picture of yourself, and you'll see. I agree with Rok. Go with browns.

i could reccomend a tone of blue eyeliner similar to your eye color with bronze eye shadow
Mostly brown, add a bit of coppery-orange as a highlight and your eyes will POP! Absolutely my favorite.
