Soft black eyeliner or a deep chocolate always looks nice, but it's more in the application than the color with eyeliner. Thick lines can make eyes seem smaller. A medium-ish line or thinly smudged line is ideal. Also, very,very dark black can seem harsh and also drown out the eye.
As for eyeshadow, purples are a universally good color for all eye colors. To really make eyes pop, go outside on a sunny day with a mirror and look into your eyes. Try to spot the undertones and flecks of color in your eyes. Are they golden colors? Greens? Doing the color opposite of them on the color wheel will make your eyes really pop.
